Why we ask for an email
The chapter PDFs are free. A quick orientation so you download the right chapter the first time:

How to use the book while classifying
Open the chapter PDF next to your product photo and spec sheet. Scan the headings from the top — they run in a rough order of raw material to finished article — and shortlist two or three that could fit. Then read the subheading text and any chapter notes to break the tie. The book gets you to a candidate 6-digit code quickly; bring that code back to the live page to see the 10-digit extension and the duty stack.
From book to live rate
The static list deliberately does not print rates, because a printed rate goes stale the moment a new Section 301 or 122 action lands. Once you have your code from the PDF, paste it into the classifier or open its code detail page to read the current stacked duty with every line sourced and dated. That way the offline book stays useful indefinitely while the numbers stay live.
Who a chapter PDF is for
The chapter PDF earns its keep in three situations. First, sourcing trips and factory visits where connectivity is poor but you need to sanity-check what chapter a sample falls in before you commit. Second, onboarding: handing a new operations hire the two or three chapters your catalog lives in is faster than teaching the whole schedule. Third, audits and broker hand-offs, where a dated, sourced list of the codes you use is a tidy attachment. In each case the PDF is a reference companion, not the system of record — the live pages remain the place you read the actual duty.
Because each PDF stamps its data version and generation date, you always know how fresh the snapshot is. When we replace the sample dataset with the complete USITC import, the version string changes and email subscribers get the refreshed book; you can then diff the chapter you care about against your saved copy to see exactly which codes moved. That versioning is the same discipline the whole site runs on: every number is traceable to a source and a date, on the page and in the download alike.
